you can send a recorded sample (compressed using gsm encoding)
to someone else running this client by doing the following:

/dcc vsend nickname

then record your sample, 
if VOICE_AUTOGET is off, the recipent receives the sample with
/dcc vget nickname

if VOICE_PLAYONGET is turned off, the sample can be played using
/voice play filename
to see a list of undeleted files, /voice list
to delete a file /voice del filename
and if you want to delete the samples after they are played,
turn VOICE_DELETEONPLAY on

 **** UPDATE ****

 I added a new function for those people that hate typing out the 
 file names for the samples when deleting them.
 /voice del all
 This command will remove all voice samples created during the current
 irc+tv session.
